I finally received my FOIA response from the Department of the Army regarding Sgt. Marcus Hale.

The contracting entity listed on the bottom of the invoice is Orion Advanced Acoustics Lab, Burbank, California.
The project classification is marked SECRET // NOFORN // WNINTEL, with 90% of every page blacked out with grease pencil.

Marcus Hale didn't quit the music industry. He was military intelligence running an acoustic experiment.

This explains the 14.2 Hz frequency. 14.2 Hz falls right in the high-amplitude beta/alpha brainwave entrainment window!
